CCOI is the independent credentialing body for California cannabis licensees, professionals, and the workers who run the floor. Examinations are job-task-analysis based, subject-matter-expert authored, and publicly verifiable for life.
Three claims, each independently verifiable, each held to a published standard.
Every designation certifies that the holder passed a job-task-analysis-based examination authored by subject matter experts, peer-reviewed, field-tested, and scored against a documented passing standard set by the Modified Angoff method.
Credentials belong to the designee, not the employer. They follow workers across roles, operators, and license types — the first credential in California cannabis architected for labor mobility, not employer lock-in.
Every credential and every continuing-education hour is exportable to DCC, CDPH, CDTFA, and Cal/OSHA in the formats they accept. Documented training is the cheapest insurance an operator buys.
Every designee receives a signed, sealed, publicly verifiable credential issued under the CCOI Code of Ethics. Sample shown below.
From the trimmer on the floor to the licensee-of-record on the application, every California cannabis role maps to a CCOI credential. Eight operational designations shown below — foundational, specialist, senior, and executive tiers in the full catalog.
Most credentialing bodies treat their methodology as proprietary. We publish ours — because transparency, not secrecy, is the foundation of legitimacy.
SME panels survey practicing California operators to identify the tasks, knowledge, and judgments required for competent performance. JTA refreshes on a 24-month cycle.
Subject matter experts author items. Peer reviewers validate. Field testers calibrate. Items are rotated, retired, and replaced on a published schedule with full version control.
Modified Angoff method sets the passing standard. Annual psychometric review, adverse-impact analysis, and item-bank refresh keep every credential calibrated against real-world competence.
Every credential carries a permanent ID. Hiring managers, regulators, and the credentialed themselves can confirm standing from any device, at any time.
CCOI is governed by a Board of Governors drawn from California cannabis compliance counsel, former regulators, and senior operating practitioners. Additional governors are being seated as the program scales.
Three paths. One credential standard. Choose the one that fits you and we'll route you to the right place.
