Mendocino County is the second leg of the Emerald Triangle and shares the Humboldt cultivation history tightly. The hills above Laytonville, Covelo, Willits, Hopland, Boonville, and the Anderson Valley produced commercial cannabis for decades before any licensing framework existed. When MAUCRSA opened state licensing in 2018, Mendocino already had a local medical-cannabis ordinance that it converted into a phased commercial program. The county's approach — the "Mendocino Phase 1 / Phase 3" sequence — became one of the most scrutinized rural-permit case studies in California, because it attempted to license large numbers of pre-existing small farmers under what was, in practice, a site-by-site pathway.
The primary pathway today is Mendocino County Code Chapter 10A.17 (Commercial Cannabis Cultivation), with the governing land-use overlay at Chapter 22.18 introduced by the June 2021 Phase 3 amendment. Phase 3 moved Mendocino from ministerial to a discretionary Use Permit process, with a Major Use Permit required where cultivation exceeds 10% of parcel area on AG or RL-zoned parcels of 10+ acres (Rogoway Law). Cultivation is limited to AG and RL zones; CEQA review is built into the path. The Mendocino County Cannabis Department (MCD) administers the program; Planning & Building, Environmental Health, and the Sheriff coordinate inspections. The sensitive-use buffer is 600 ft (state default). The cannabis cultivation business tax operates under Chapter 6.32 on a gross-receipts schedule.

The licensed market in Mendocino mirrors Humboldt's — small-farm cultivation-dominant, craft-oriented, deeply tied to appellation. Flow Kana, whose distribution facility is in Redwood Valley, aggregated Mendocino and Humboldt small-farm flower into a single brand-direct supply chain that defined the early regulated craft market. Emerald Cup, the industry's oldest outdoor-flower competition, was founded in Mendocino (Area 101 in Laytonville). Anderson Valley's wine-growing overlap produced a secondary cultivation-tourism economy. The post-2020 wholesale price collapse hit license count hard; the remaining licensed farms tend to be heavily capitalized, branded, or both. Enforcement of licensed operators runs through MCD permit renewals (annual), CEQA review for site modifications, Environmental Health inspections on water and waste, and North Coast RWQCB stream-setback rules. Water rights and CDFW 1602 Lake and Streambed Alteration Agreements are persistent issues on legacy sites.
